Mission Statement

Create an OHV park that will serve a wide variety of off road vehicles, and activities.  Safety, self-sustainability, outreach and user participation will enable Martin County to provide a venue to its residents that will not be a liability or financial burden, but a source of pride and an inspiration to other counties.

Outline of Services and Park Features

I. Off Road Activities

    A. Two Wheeled Vehicle

    1. Advanced Motocross Track – limited access based on rider ability and power of machine.
    2. Mini Bike Track – for small machines with young riders with parent supervision required.
    3. Pit Bike Track – open access for small bikes.
    4. Beginner Riding Area – flat, unimproved, but segregated area for people of all ages to learn the basic control skills of an OHV (two or four wheeled).
    5. Mini Supermoto Track – a paved track for modified street type bikes, similar to a small go-kart track.
    6. Trials Course – open access with segregated sections based on skill level.
    7. Access for mountain bikers.

B. Four Wheeled Vehicles

  1. Off Road Trail – a one-directional open access trail with minimal obstacles and speed restrictions.
  2. Mud Pit – monitored, open access, slick/wet area for vehicles to slid around in.
  3. 3. Obstacle Course – large hills, ruts, sand, mud and whatever else to make it fun, but safe.
  4. Dirt Drag strip for speed tests

II.  Safety

A. Rules

  1. All members sign waivers along with membership fee.  This   information will be permanently kept on file.
  2. Safety requirements issued with membership and posted at entrance.
  3. Personal Safety gear required of all participants and monitored daily.
  4. No Alcohol consumption permitted during riding hours
  5. Speed limits for all off track areas and certain designated riding areas.

B. Monitoring

  1. On-site manager to oversee safety, the facility, personnel and patrons.
  2. Flagmen at any blind and/or high-speed obstacles.
  3. Credential screening at gate.
  4. Daily wrist bands to verify screening.
  5. Prearranged EMT Services.
  6. Elevated viewing tower for quick visual reference of any track or rider problems.
  7. Continuous hazard inspections as track conditions change.
  8. Segregation of rider ability and off road vehicle size into  separate time slots.
  9. Sound testing and restrictions to ensure that all vehicles meet sound requirements.

C. Facility Design

  1. Single direction riding areas and traffic areas.
  2. Fencing or earth berms around designated riding areas to limit access.
  3. Clearly marked track entrance and exit to control track direction.
  4. Elevated flagging stations.
  5. Watering method to minimize dust.
  6. Minimal blind obstacles.
  7. On-site store to sell safety gear and basic rider needs.
  8. Separate area for bike testing (burnout area).
  9. Vegetated buffer zones to minimize interference with adjacent activities or future developments.
  10. Fenced play area for small children with parent supervision.
  11. Adequate communication system around property for general  information, riding session schedules and promotional activities

III. Self-Sustainability (ability to construct and maintain this  facility with minimal funding from Martin County government)

A. Membership Donations

  1. Labor donations in exchange for facility use time
  2. Equipment donations in exchange for facility use time.

B. Membership Fees

  1. Yearly membership fees for Martin County residents.
  2. Yearly membership fees for non-Martin County residents      approximately 25% higher.
  3. Riding and usage fees for all participants ($15 per day target rate).
  4. Corporate membership fees

C. Sources of Other Revenue

  1. Sell promotional signage to local vendors.
  2. Obstacles and facility features sponsored by local vendors.
  3. Pro Shop
  4. Sales of basic riding and safety gear.
  5. Sales of food and beverages.
  6. Special Events
    1. Off road training classes
    2. Dedicated professional training time
    3. Competitions
    4. Spectator fees
  7. Camping Fees and RV Hook-ups
  8. Grants (to be obtained in conjunction with the Parks & Recreation Department)
    1. Federal DOT grants
    2. State grants
    3. Possible American Motorcycle Association (AMA) assistance

IV Outreach

A. Charity events where a portion of proceeds help a third party Martin County non-profit benefactor.

  1. Competition events.
  2. Celebrity appearances.
  3. Joint events with other established clubs (i.e.: Florida Vintage Motocross (FLVMX), Florida Trail Riders (FTR), Bicycle Motocross Club (BMX).

B. Learn to Ride clinics to bring in outside corporate interest.

C. Member Reward Program

  1. Riding credits for good student report cards.
  2. Discounted riding fees for new off road vehicle purchases.
  3. Discounted riding fees for bulk purchases of riding time.

    (i.e.: AMA, FTR, FLVMX, HOG)
